Can't start PCM12

Hi everyone,

Bought the box-game and installed it w/o problems. It couldn't start. Installed the newest patch - stille the same. The message says I have a wrong program configuration and shows the message below. OS is XP, DirectX is up to date as is .net 2.0. I've tried compatibility as well.
