Stage creation without elevation data

Hi to all,

I created a stage in Ukraine, which is not covered by the .dem data and therefore I chose the option "create from: nothing".
In order to add the roads etc., I now want to import a map in the top window but this does not work, even though I think I've done everything correctly.

Is it actually possible to import a map when having created the stage without elevation data?
