Sorry if this is an easy to find thread, I couldn't find one.

Back a while ago in PCM, riders had levels of experience and it was best to keep them from being in races harder than they were ready for (IIRC, if they weren't to level 2, putting them in a pro tour race was a bad idea, etc). Is that still in PCM in the background, or has it been removed?

No. You can theoretically ride 150 race days all in World Tour races with a young talent.
There are no longer experience levels like in PCM07 I think.
