There is no mention if previous patches need to be installed prior to this one. Is it a fix all or are all previous patches required ?

You don't need any of the previous patches. Otherwise, it would have been mentioned Wink

when i tried to run the .exe it came up with an error message saying i was not authorised to do so, i re-downloaded and tried running as admin and the same problem occurred, :\ any solutions?

i got problems with the instalatin too.

When the stages of "vuelta a españa" are installing, jumps a popup with an error of decompressing.
I try to download the pack again, and the same problem.

I got the game by Steam, but i dont think that is the problem

Neither do you need to install the patch manually nor can you do it when using the steam version.
But maybe you are not talking about the patch but about PCM.dailys Expansion pack? In the later case, read the FAQ about that expansion pack or post in that subforum.
