Training camps still broken?

Hi! I just bought PCM 12 on the Steam summer sale. I haven't played this game since the 2009 version though. In PCM 09 I remember that the training camps were very broken because you got a huge attribute boost, and the AI didn't use them so you got an unfair advantage. Is this still the case?

From my knowledge the stat increases aren't around anymore, but I'm not sure since I don't use them. They are still unfair though, because the CPU teams can't use them.

They aren't like that anymore but the other teams riders ratings improve way quicker than your own
