Game Settings Reset on Every Startup

Hi,
I could not find an answer to my exact issue, and its not game breaking, but its very annoying.

Every time I start up PCM 12, the game settings reset. Its like there is a new Local.cdb every single time, because every startup I have the intro video, and my game is in a weird resolution, and the settings are back on Normal instead of Extreme and I have no idea why.

I am not changing anything, and I already installed the latest patch. Could it be that my folder is "Read Only" or something to do with the properties?

Which folder?
But obviously if the settings cannot be saved because the file or folder is locked, then the settings remain the same forever.

Oh, just the PCM folder in My Documents. It was set at "Read Only" so I'll see if changing it does anything.

If you're using a Local.cdb that's not compatible with the patch you're using, the game will usually overwrite it with a compatible Local.cdb.

Its not the issue i guess.

Because im using the newest DBs to the game, and the newest patch to the game aswell.
Im running the game through steam with Admin perms.

Still the game dosnt accept the save settings.
