i find it more impressive that he can find weather reports from the last 30 years

That's not impressive, really.
We do the same in my job. Meteo France has weather, rain precipitations, wind reports for years and years. And it's the same in other countries.
In some country access to those datas is free, in others it's not, but anyway it's nothing too expensive for a team/professional firm.
Then they do a triangulation of the datas, as they say, and apply some corrections. Just basic maths and physics stuff.

More or less, it's like the calculation about indirect Watts measurement, which involves air density, etc.
Cycling is very rational these days, there's no magic in it.
