Is it possible to edit the daily form/condition that goes from -5 to +5? In my opinion it should be more difference between +5 and -5 and it should also be less likely to get -5 or +5

Quite sure that's not possible.

As Pellizotti2 said, you can neither edit the range nor the frequentness.
But the race captain cannot go lower than -3, so don't forget setting it or not setting it.
