career- cant offer contract to my riders

Ok hoping this is another fixable glitch someone know how to get around. I started a new career and this time went to 30 riders to start the season. On the 1st of Jan. I offered Larson a new contract before any new riders were signed.
When the 30th rider agreed to terms on the 9th I got a message:
Contract offer cancelled-
The size of a team is limited to 30 riders. You cannot offer a contract to Gustav Larson unless, of course, you release a rider.

I don't get it, when I offered contract to riders for next season in my last career it was not a problem, but that was with 25 riders on my team. But I thought I am allowed 30.

It's because you need to wait until may/june.
