How Do I Make A Snowy Mountain Stage?

Whenever I go into stage editor and make a snowy (3000ft) mountain, i cant go down it no matter what. i make roads curling around it downwards and still it says bad route slope or something!!

Bad route slope means that the road between two or more of your waypoints is too steep (25%/-25%). Check the errors and try to move the waypoints so that the road gets less steep.
