In these files you give a max for plain, cobbles etc. for each rider type. Is that max also for when they are older than 21 or can they achieve a higher max after 21?

It`s for all scouted riders. The limits keep the same no matter how old the riders are.

roturn, what happens if I edit these files in the middle of a carreer? Will it work for the new young riders generated in the next year or do I need to start a new carreer?

It will work for riders that are generated after you edited the files.
