Useless scouting?!

I have 5 scouts and 4 of them have found no riders after several months. They region knowledge bar isn't even there.

Try relocate those scouts. Perhaps that would help. Another suggestion is to fire them and hire other scouts. Also: If you have edited the scouts, that may cause problems.

On the picture I only see the bar of the working scout. Make a picture of one of the other scouts.
Somewhere I read that there is a bug with the sponsors but my scouts did work.
Maybe this bug has come with the latest patch? But I guess there would be more complaints if it really would be an issue. |

Ah I edited in one of the scouts to avoid paying the fee, and then edited two of their wages down a bit. |

Once I edited some scouts on PCM09, and had this exact problem. If you have edited them, then you have to actually buy them (just put the singing on fee at 0) rather than just edit them onto the team to make them actually work.
^Bingo Just edit him back to unemployment and resign him manually.

Scouting is useless regardless. You pay a fortune, they call a rider future star, and then they have e.g 50 in all stats. Maybe it works better if you scout a single rider. Personally, I dont use them, I just pick the best riders from the U-Races

When you use a good DB, the stats are ok. And future stars means that the rider has a great potential. High potential + good stats = useful rider in the future. High potential + Top 5 in the U23 classification = future top rider in most cases. I same cases i experienced that some of the best U23 riders didn´t develop more than a few points, but they hadn´t a great potential and were scouted as "good helper in future" (or what it´s called like).
A mix of scouting and race results is the best way, imo.

Ive found scouting extremely useful ... i found a russian 20yo. Called a future great. Got him as a trainee, 66FL TT68 PL69. After 12months (with a top trainer) FL75 TT79 PL80 COB75 ... and was going to improve by at least 2 points in each catagory. But this was balanced by a future great Russian stage Racer, whos highest stat after 12months was 69 ....

Yeah editing scouts is fine as long as you don't edit them onto your team from my experience. |

But if you want to know i scout only bad caoutries in cycling so i find only one future great... And i dont know what an advantage i have if i do this, you can sign under23 riders without scouting and you can get the best of them... |

The scouts are crap anyway. Changing their reputation or stats does not make them more accurate in their evaluation, also it does not raise your chances to find a great rider. At least I see no problem with editing them.
As M3dk wrote, it is easy to sign the best U23 riders but if you want to build your team only from certain countries or even regions, then editing the scouts is good idea to even the chances.

Assuming you are new this game, then you shouldn't really matter about that. It is not worth the effort (see first part of my post) unless you are an experience player (see second part of my post).
But the table would be DYN_coach, the columns should be self-explaining.
