Cant get hat to work on PCM 2011

For some reason I cant get my hat file to work on the game... the file is attached let me know what is wrong with it....

Im not completely sure I tested it out using the cyclist editor and put it on cap... it just showed up all white.

I just threw it together real quick to test it out. Plus in the game it shows up so small you cant tell
