It's possible to edit names, riders, etc. with an editor.

The game comes with a rather simple one, but it's also possible to edit the entire DB with the Full Editor V4 which was released for PCM08, but which is also fully compatible with PCM11.

PCM Fast Editor and Lachi's Editor, both available from the download section (under Pro Cycling Manager 2010 -> Editors in the download section), are more simple than the Full Editor, but can edit just as much.
