Can National teams get more riders in the WC?

I am wondering if national teams can get more riders in the WC depending on how the national rankings are at he end of the year? For example; Norway can only have one rider in the TT and three in the RR, will that ever change?

Not automatically, but I usually change it in the save-game according to the country ranking (DYN_national_team).
