i downloaded the norgescupdb on pcm 2009 but i don`t know how to innstal it to the game so that i can use it please help

Well, it's explained in the download:

Installation: Open the .rar-file and the folder inside it. Open Programfiler -> Cyanide -> Pro Cycling Manager - Season 2009 and extract the content to your main PCM-folder (often Program Files/Cyanide/PCM).
Return to the main folder and open Mine Dokumenter -> Pro Cycling Manager 2009 and extract the content to My Docs / PCM.
