is the number of riders a country gets in the WC based on how successful the country is in the game?

or is it based on the number of riders that country has available in the game?

or is the first year of the game based on real life and those numbers stay the same throughout the game?

the number of riders for each national team is set in the dyn_national_team table of your savegame / database.

you should specifically look at gene_i_num_cyclist_WC and gene_i_num_cyclist_WCTT columns
