I'm afraid I didn't understand too well, but I'll try to answer a couple of questions.
1. I don't know if I got the question right, but in the stage profile, if that is what you mean, you can see a darker gray region where the cobblestones are located.
3. I don't remember in PCM07, but in 09 and 10 you can ride 60 days without a fitness penalty. Afterwards, you will have a reduced maximal race fitness, so it isn't adviced to race more than 80 days.
4. Equipment values are almost useless; they don't change the performaces in a noticeable way.
5. Try to download some of the databases here or some from another PCM forums. They include the right jerseys.

2. Your categories are right, but it's not that your rider can only compete in the races from his experience level, it just means he can improve his stats there. When he competes in races of the right classification, the bar fills up. If it is full, many of his important stats will improve quite a bit (~2-3 per lvl) and he'll move on to the next experience level.
Just to make sure I have this correct, I have 27 riders, most are lvl 4, I think I
1, lvl 1, and 3, lvl 3.
So the lvl 1, would be best suited to ride in only C.HC, and C.1 races? Am I correct?
Also, with 27 riders, I have a schedule of mostly CTT races. 126 days (including all stages), the Tour races have 86 days (including all stages), and Catagory Race (C.HC, C.1) of 26 days. I no have to balance all 27 riders into all these races, or days, without racing more than 80 races or days total.
Quite. At the beginning it can be a little bit overwhelming. When I first began playing PCM, I just raced the races the computer puts automatically and I neglected the fitness training a little bit. After a few seasons I experimented with the training and I used an excel table and some paper sheets in order to keep it organised, so I knew which riders were supposed to ride a particular race. Then again, I did that only for the team leaders. With time you learn a little more, so it is quite easier to know which races are more adequate for a particular rider (taking in account his stats, his objectives and his nationality bonus). At the end you get used to assign yourself the whole calendar at the beginning of the season, making a few variations on the run because of injuries or other events. Perhaps you could try it that way, step by step, not to be overwhelmed by all the complexity in a sudden. Then again, you can find more useful hints around the forum. There are quite a few guys who manage to be successful in extreme level and you can learn yourself reading the general forum and the stories. Good luck.
