Where could I possibly get my hands on the 2009 Stage Editor? I don't seem to have it on my game, so where can I get it?

If you normally installed PCM09 then there must be a "StageEditorApp_DX9.exe" in the main folder and also a "StageEditor_tutorial_EN.pdf".
Otherwise you installed something wrong or don`t have a original game.
