How does promotion work?

I'm just done with my season and ended up first in the Continental rankings. This was based on the continental points, but is the promotion based on the QC Ranking (correct name)?

The list was:

(1) Sparebanken Vest - Ridley
(2) Cofidis
(3) Bouygues Telecom
(4) Vacansolei
(5) Landbouwkredit

The ones that were promoted were Bouygues Telecom (3) and Vacansolei (4)

I can´t help but can say that i saw something like that in my career....i ended 1st and got promoted but the team in second didn´t,it was the team in 4th who got promoted....i always saw 1st and 2nd team getting promoted in all the other pcm..

in pcm 10 first two teams in CQ ranking that are actually conti teams get promoted and vice versa for relegation.

This is becuase, it's easy to build points in conti races but CQ gives points for cont and protour. However you earn more formthe top races like TdF, so if your a
part of harder races with success youngain more points than if
your winning easy races. It's a new fair system cause
I hated focusing on sponsergoals with a top conti team and never getting promoted.

The other way is a little bit different.
The last 2 PT teams in the PT rankings will go to Continental.

There the CQ ranking doesn`t help. Otherwise a team like Liquigas would dominate each Continental race and suck in all PT races and is still one of the best teams, so PT ranking more important for them.
