Hi,
I had that issue already with pcm09. Probabely I'm doing things wrong but I'm unable to recruit riders who are under contract. In the game manual it says between october 15th an january 1st it is possible to talk to teams but when I click on contact in the rider's details page it says something like : Rider under contract. You can't recruit him until ... .

This is a remnant from the older versions which Cyanide forgot to change in the manual.
You can contact the following riders:

Free riders: from 15.10. to 31.12 (not too sure about that)
Riders with an expiring contract: from 1.7. to 31.12
Riders with an existing contract for next season: never

And I thought last year that I had a bug on my CD. Rolling Eyes

However I think it's a shame that it's not possible to buy riders especially when you play custom teams as I usually do.

Free and expiring contracts: from 1.7. to 31.12.
Young riders: Only until the end of the season (20.10 or so=
