Break aways wins are very rare.
Like in real cycling the chances rise, if:
- the break away is no danger for the overall classification
- it is a flat stage
- it is a flat stage after a heavy mountain stage
- it is a flat stage in the end of a tour with many stages
- the peloton is small
- it is a national championship
I win solo braekaways alot on flat stages using Voigt (SAX). I will have him counter-attack other riders trying to make a breakaway and have him do the relays with those riders untill the announcer guy says that the peloton has taken its foot off the gas (or other things that means the pack has slowed down), then I will have Voigt attack and when he stops attacking I will have him go 60 effort. He is so good on the flat that he will gain ground on the main breakaway containing several riders, while that breakaway gains ground on the Pelaton. This doesn't work all the time, but it works a good percentage off the time (for me at least).
I have only tried this on career mode. I don't know if it works on the other modes. And I don't think it works if there is a really good sprinter racing in the pelaton.

Breakaways succeed a lot more in pcm 2010 than in 09
They are most likely to succeed if the stage they are riding is :
Hilly (but not mountainous), the rider is not in contention for the GC , there has been a hard mountain stage before this stage, the stage is part of a long race (e.g tdf)
Generally i find it is best to stay in the breakaway and relay on flat parts (on about 50 effort) and then hold position on hills , then attack with about 15-20 km to go then put your guy on self effort 75 and hope he manages to hold on
I have won 3 breakaqays on my tdf videos so far and i'm only on stage 15 and im playing on normal
i find stage 16 in the TDF is perfect for breakaways. i've gone 2/2 thier so far. It had lots of huge climbs but they are all very far away from the finsih.
late in tours is best as the Peleton wont chase down riders who are miles down on GC, you still need a massive lead over 8 minutes to have a chance as the sprinting teams will work to get you back. I think the AI is excellent for breakways, you need a small breakaway group IMO of 4-5 riders as they will all work, groups with 16 or so just die.
