Tips for scouting

When you send a scout out do you consider which country he is from? If you have someone from Spain du you keep him in those areas or will he still do just as good where ever you send him?

Also, I seem to find an abundance of riders in Italy and Spain, but in Norway, Austria and New Zealand I could only find 2 in each... does some areas have more young riders than others?

The bar will fill faster if he scouts in his country. But don't ask me what that bar is for, because the scouts are wrong most of the time no matter if they are legendary, the bar is full or whatever.
Also, I still wonder the stats of the scouts mean. Can't he find riders if his stat is to low? Or does he just judge that kind of riders wrong more often?

About your other question. Some areas have less young riders then others.
