I have found one way that might be possible. This is editing the riders contracts so that the wages are higher, thus giving me more money for new contracts.
The above is not tested enough.
Is there any other way to get a higher salary cap?
I would say that if you edit a riders contract that is for sure leaving, to a higher value that might do the trick. Its basically what you said and yeah, hasn't really been tried.
I'll just take a look at one of my random savegames and see what I can find.
Edit: Not sure maybe someone else can confirm or deny but could it be

Looks to me like in that column the stronger teams have a higher # and the weaker teams a smaller #.

Heh! I tested what I said in the first part of my post. And it works! Gave all my riders 22222 in wages. All twelve of them. That made me able to sign riders like Boonen, Samu Sanchez, Gilbert, Martin and Porte. I couldn't even resign my best rider before I tried that...
I think I understand now, are you talking about the salary cap for a single rider?
There is another salary cap for all of your riders, which is related to your actual budget and the sponsor happiness. Additionally this cap cannot be higher then 700.000.
If you raise all their contracts then you will go bankrupt very soon. Also you will reach the maximum salary cap of 700.000 very soon and this cap cannot be editied.
I edited single rider salaries, to make the total salary rise. I did not go bankrupt, as my sponsor gave me quite a bit more than what I needed. I am still going in plus, as the sponsors are stilll giving me more that I spend on salaries for riders.
So I only edited the wages. This did actually give me a higher salary cap so that I could sign more riders. But the maximum seems to be 700.000 like you say. (My max salary was 80K before I edited)
