Scouting Techniques

So PCM2010 has been out for a little while now and that should have given enough people time to finish a season or two (despite all the patches...). I was wondering if anyone had developed some decent techniques for scouting new riders?

I did a search of the forum, including the PCM09 ones under the belief that things probably wouldn't have changed all that much and learnt that there are likely to be 4 countries that have the better riders (in no particular order):

Germany
France
Spain
Italy

But what about scouts? How many should a ProTour team have? Do you leave them in Europe or search all over the world?Are the scouts stats reliable? (As in when a Scout with a 10 for Sprinting finds a sprinter and says he is a future great, he infact, is). Are there more of a certain type of rider?

In my HTC-Columbia season, I have 3 scouts, each with a high rating in something different and have them searching in Australia, Italy and Belgium. They've turned up a few reports, with 2 Future Greats coming out of Australia (which pleases me immensely!) but it still remains to be seen if the scout was accurate or not!

So anyway, if anyone has any thoughts, post them here! Would love to compare ideas.

In my Saxo Bank-career, I have signed two scouts - one in Denmark and one in Italy. Thei're both of the class Mythical, and often comes with reports of good riders. Once in a career with Rabobank one of the discovered a 19-year old talent who was 71 in mountain and had other great stats. Unfortunately the I got tired of the team...

My experiences says that my scouts often finds great talented riders in Basque Country, North-Italy and in Denmark! I haven't send my scout to all the places in the world, but those three regions is where I have good experiences from.
