Riding in the Giro in career atm, and was trying to get a gap too Nibali(leader) in the last climb on the stage, with Andy, had Frank Potecting him.
Had 90% on Frank, then was thinking i'd try run effort on Andy. Problem is, even if i set 99% on both Frank\Andy they never burn max, not even close too. Pulse may go up too 175ish but never 180+.
Even when Frank let Andy go (no longer protecting), Andy had Nibali on his backwheel, and still with 99% effort?!? Energy on all bars, so thas wasnt the problem.
Any clue on what this might be? This have happend more then once...
I could be wrong, but I thought when you have rider A protecting rider B, then rider A is going to ignore his effort setting and stay in front of rider B (to protect him), but going at rider B's pace. Therefore, if you want to increase the speed of the 2 riders, put rider B on dot and increase his effort. His energy should decrease more slowly (then normal) because he has a protector, and rider A's energy will decrease more rapidly because he's protecting at Rider B's pace.
yeah, well, it might be they changed things since last year,
but i notised several times on flat stages, that the rider that is protected would move faster thru a peleton when repositioning, if the protector had a higher effort.
So thats a totaly diffrent question but yeah,
will the "effort-bar %" have impact on the game exept when rider is set on EffortCursor??
but anyways, my problem was, When i was riding effort 99% nothing happend, protected or not... its was like i was riding effort 60-70% , i had to start mountainsprints several times, just to get Andys pulse up to yellow\orange.......
Also, just to mention, Frank, who protected Andy, also never burnt max, even his pulse was never up too orange, stayed at yellow. Thay just ignored my settings for effort, thats my problem here...

I've also a problem with effort cursor on climbs similar to you. For instance: I made an attack and then put my rider on effort cursor. Ok. But when other riders come back to me, my rider does not respond to effort cursor at all. He just follows other riders whatever the cursor is. I can set the effort cursor to 99, my rider will not respond to it (with yellow and red bar still ok of course). It seems like he is on "hold position". Hence, my only solution is to attack again...
Exactly baptilai, it seems the rider is doing as its supposed to, until someone gets his backwheel, then my rider looses 2-3 km\h. And stops working, wtf is this about?
It this how its supposed to be?
(added at edit)
I know its supposed to be "harder to stay in front" of a group or relay, but for me its more logical that its "easier" for the rider on the backwheel.
It seems like its the rider in front who gets a "penalty" for having someone on theyr backwheel, instead of a easier travel for the rider whos in the back.
Note tho, doesnt happen all the time, but have happend so many times now, someone else must have notised this?
