U23 Teams / Races?

I see the page that shows the U23 races/results, but is it possible to actively participate in these races with appropriate riders/teams? Is it informational only? Can someone summarize the U23 "features/functionality" within PCM10?

You'll see riders who show up from your scout in the races, and it help evaluate how good they are. From Desk of the Head of the Department of Redundancy Department Head
