UCI ranking system and PCM 10

I´m a little confused by the ranking system.
In real life it seems to me that we have the UCI world ranking, and to get points for that you have to perform in the pro tour races and the so called historical races like Tour de France, Milano san Remo and others wich is not a part of the pro tour. So there is not a pro tour ranking but a world ranking.
All teams both continental and pro tour teams can get points for that ranking.

beside of that there is a ranking for continetal teams in every part of the world, Europe, Asia, Africa and so on.

How is this in this in PCM 10. And how is it possible to move up and be a pro tour team, is that decided by the "world ranking" or by some kind of continetal ranking where you have to be between the two best teams like in the previous versions???

Can somebody ecplain this years system?

I can answer the last part: The promotion/relegation system is the used. The two worst Pro Tour teams relegate, the two best Continental teams promote.
