I am able to check the box but when I click ok and go back into the options menu, it is no longer checked. Also it only allows me to go up to 2 in the spectator display. Is this to do with my graphics card?

Yeah (or at least for the 1 tex per rider, for the spectator display it may only go up to 2, as I have it set to 1). You can hit force graphic options if you think your card can handle it, but that can cause slow gameplay and crashing.
