PCM.daily's 2009 DB, No sprinters in the TdF!

Hey,
I'm using the Pcm-daily DB 2,1. Except for the Tour de France 2009, none of the best sprinters in the game participates in the TdF! I have changed the ''best liked races'' for all of the best sprinters(TdF as nr1), but still it's only about 2 of the 20 best sprinters that participates.

Is it possible to change which riders the other teams will use in Tour de France. I'm sick of Greame Brown as the worst opponent, and winning all of the flat stages without any competition!
