I do not understand your question. If you start a career with a custom team you have two option to set the budget and the budget difficulty. (click the ? to see which one handles the budget).
On the next screen where you can select your riders, you should spend all the money because the real budget is calculated when you start your career based on the difficulty setting.
If you choose the difficulty normal then your budget will exactly match the wages of all your riders. But it will not include the wages for your staff or other expenses. To get more money you have to contact secondary sponsors and to win races.
If you get secondary sponsors to pay you more then the wages of the staff you might hire more staff. If you don't get enough money you could fire the doctor and/or scout.
If you see during your season that even with winning races the money does not add up (there is a estimation on the finance screen) you can fire more staff. On the other side if you see a surplus you could hire more staff.
Oh. I thought that if I did not spend all the money in the budget, it would be better for my wages...damn it!
I've restarted like 3 times now.
It was just because after 1 month of the calendar I got a message saying i had to make money or the tesam would go bankrupt. So i thought my wages were too high, with too mnay good riders.
And now i have started again with only 1 good rider. Others all below 70 AV.
I don't think it's a good idea to start with only 1 good rider. He could manage to get quite a few points, but it won't probably be enough to keep your sponsors happy. Actually, sponsors are a bunch of bitches. In PCM08 they were quite the opposite: if you had a bad team, the could get extremely happy with a 20th position in an average continental race. But in PCM09 it's quite the contrary: even if your team is really really bad, they expect some results. I remember, for example, managing Colombia es Pasión. They wanted a podium in the Tour de Romandie, even if Valverde, Contador, Kirchen, Evans and others were racing and my best rider was Urán.
That being said, I recommend you to have at least 3 +70 avg riders. Otherwise, it will be easy to get fired at the end of the season.

I do not know what you are talking about but it must be wrong. The sponsor goals are not worth a though in PCM09. The are just there because it would look empty whithout them. It does not help anything to reach them in regard of next years budget or sponsor happyness.
The only thing that counts is that sponsor happyness bar. If it above the middle you get more money, if it is below, you get less. I have never heard that anybody got fired due to bad results in the sponsor goals but only due to money issues.

Normally this message should not appear if you found additional sponsors. But if it still appears you should not worry because you can only get fired at the 3rd of december, so you have plenty of time to get some money (you could even cheat to keep your team).
As I have metioned, there are some ways to make money, first would be to get 3 additional sponsors and second would be to win intermediate sprints, stages or races. To save money you can only fire staff because firing riders does costs much money.
You do not have to buy equipment as it has almost no impact of your riders performance (In some DBs the equipment is free from the start already)

You are probably right. But my point is: in PCM09 is really hard to raise the happiness bar if your team is bad. That is why it is not easy at all to begin with a custom team if you put your young rider knowledge bar (I forgot the name) at maximum, so your hiring budget is minimum. Of course, I'm talking about my own experience, so perhaps there are people who manage to do it fine with that. But considering hairingtons seems to be at a similar level to me, I guess my advice could work.
About the firing thing, you got me. I was almost sure I got fired because of the results, but considering that my memory is awful, I guess you are right.

i sign excellent riders who will score wins, should afford 3 of these, the rest of the squad fill with 2000 salary riders, reason i say this is because the super domestiques & domestiques are far to expensive for the 1st season, why sign 2 domestiques at 50000 each when you can sign a top rider at 100000. You can sign doms in season 2
