will Romanian riders be generated?

Im trying to build a squad half British half Romanian, now i have about 8 riders from Romania at the start of season 1, but the game does not allow scout in Romania. My question then is

1) will the game generate free agents from Romania that i will be able to sign later in the game

2) will any other squads sign scout riders from Romania, even if im not able to?

Since there's no scoutable Romania, no Romanian riders will be generated.
