I'm a bit perplexed, because on this forum I've seen that some good or very good young riders have been recruited by PCM players, yet I've yet to find anyone who's any good. The best I've had was a classics rider whose cobblestone rating is 65 and a grand tour guy who has a 66 Mo, 70 Rec, and 65 overall. My best is an Aussie sprinter (who was good as an under 23) whose SP is at 72, but his FL is under 60 and his SP is pretty much at its max. Granted, these guys are still young, but when I looked in the DB, their highest ratings are not that great, i.e. in the low 70s.
I scout regions which are a) associated with my team and/or b) look at guys who are doing well in the under 23 races. I find that the latter are not good predictors of pro results at all. Thus I only look at guys who have high ratings from my scouts (I get the Legendary ones). By high I mean Promising because I've never had anything higher than that. Why is that? What's the secret to getting a rider who could be a Classics or Tour winner in the future? How do you guys find these "gems"? Do you put your scout in one region and just keep him there until his knowledge of the region is max or do you move them around?

You have to train them with good trainers for at least 2-4 years before they can compete with the best. It's impossible to scout a rider with amazing stats if he's young. Those who are recommended by your scout, they are likely to turn into new stars. Don't judge scouted talents by stats, some of them won't even develop further. |

I just signed a guy who became an elite without contract. Not one team scouted him or wanted to sign him. He has 76 TT, 69 RES, 67 MO, 68 HIL, and a few minor stats, but he can still improve quite a lot.
AI teams apparently made a huge mistake. |

If you are not adverse to looking with an editor then you can always check which scouted riders will have the greatest potential and just scout there. I find that occasionally I just get lucky with a world class cyclist, there are probably only 2 or 3 a year so it takes a while to find one. Also, just because they end world class it doesn't mean their stats will not be dreadful when you get them.

it is also probably a good idea to have two good scouts, so you can wait until your scouts have full knowledge of an area

I agree with lechia, there are so few talents coming up it's quite hopeless! Been playing until 2015 now and all the "talents" i sign have a maximum of 75-78 in their most important stat, which means an average of 73-75! And no other teams have succeeded in finding a decent talent either! Playing a development game i so dull when there are no new talents, I've got to get the 2007 edition back, because the two latest editions have been a big disappointment! |

you must be getting very unlucky because i have 08 and after 2-3 years theres always a star. |

I can´t agree with you all that say there are no World class youngs,i´m at 2016 with pcmdaily10 and have 4 or 5 world class riders,one is 84 avg,other is 82 and so on,have others with 79 and 77 avg.As you can see,there are many good young riders.

mb2612 is right, with an editor you can find promising youngsters who have over 80 potential in their specialized category, but I have yet to find one like that without cheating with the editor. And the truth is that AI teams also miss these guys as most of them are unsigne free agents. |

Had 5 scouts out in the world and I ended up with 4-5 not "future great" but the one below (dont remember
I had 3 free places in my team so had to choose, but who... non of them had any great stats. Around 65 in MT and 63TT and so on.
Had a quick look on my savegame and discoverd that there was one with 7 potensial, two with 6 and two with 5..
I monitored their stats from day 1 and saw that the 7 potensial guy was developing pretty good and fast. After 1 (and a half) season he had stats up around 73-75 and his age was 20.. |

In my savegame there were 3 with potential 8, and about 10 with 7. I took one with 8, Spain with limits of 85 sprint and acceleration and 70 hill, so similar to Cavendish, but also 80 in cobble and 84 flat. After 16 months he is 78 78 sprint, acc, 76 flat and 71 cobble, so great developing
Hopefully he will be even better in 5 months for winning the sprinters jersey of the vuelta^^

I think there must be a mistake in my game because i found 5 riders with "world class", one already had 70 mountain and tt and 77 recovery and has a lot of potential and the others aren´t much worse as well...
