Young Rider Generation

Hello,

I am wondering how new riders are generated in the game. The scouting areas are populated at the beginning of a career, but what causes new young riders to be generated in the database after the initial population? Also, when do riders disappear from the new rider area?

The new rider are created at the start of each season following some rule defined in the DB.

They will be considered as free agent after the end of one season.
When Nothing goes rigth, go left...

I have had young riders hang around in the scouting area for more than one season. For example: my scout found a rider early in the first year of my career. After more than a year I clicked the delete reports over one year old button. My scout then proceeded to "discover" this same rider again later in the second year.

Do young riders only move on to free agents when they hit a certain age?
