Given the RwandAir banners in the background, I guess it is definitiely Tour of Rwanda. And if you're talking about a key point, that's probably Mur de Kigali?
However, no clue about the rider; could be someone riding for Eritrea's national team? Metkel Eyob? Think not, as he's in a CT team, but let's still take a guess...

Contracted CT riders occasionally ride for those national teams, too, when their main team does not participate, so that's not out of the question. With that in mind, I'm going to go for Henok Mulubrhan, who I think had a really strong Tour du Rwanda two or three years ago. Looked into him a bit when I signed him as a stagiare for Bralirwa

I know that is the green jersey for the best African in the race, but I do not know who the rider is. So, I'll throw another guess in, Natnael Tesfatsion.

It's not Natnael Tesfatsion either. I'd say he's one of the Top4 talents from that region though (and with Mulubrhan and Tesfatsion you named two already ).

Nope, Not Debesay. His Top10 in Rwanda got him a contract with the best team for promoting African riders though.

I honestly don't know the rider, but looking over the last year results I saw Nahom Zerai up in the classifications. So, here it is. Nonetheless I learned about a new interesting rider to watch.

Yes, it is Zerai indeed. He's looked special on the climbs, and thus earned a contract with Team Qhubeka. I think we can expect a lot from him in the future, he seems to be pretty versatile and now has a chance to prove himself in Europe.
