From what I've read on the CN Forum, both Cav and Rojas are yet to finish. |

Lets hope Cav finishes outside the time limit and all alone, or have a much steeper fine for finishing outside two days in a row, like I dont know, perhaps 45 points deduction. (BTW I'm probably the only one thinking this, but this is probably Rojas' only shot at winning Green.)

So if Rojas is strong again today he will be in green?

A time limit being waived happens in exceptional circumstances. I doubt they'll do it two days in a row

Cavendish is a few seconds too late, are there more than ~40 riders there? |

Then green is for Cavendish, if they are allowed to continue. No doubts. |

The only way ASO could have made it easier for Cavendish to win the green was to put a rule that only Manxmen can win it. They won't kick him out unless he comes alone 4274602564873 min after the autobus.
