Hi
Can you make a shirt for me?
The team is called FBL Cycling and giordana is the brand. There are no sponsors. The club excist real life and the shirts looks like this:

In the red stribes on both shirts and shorts i would like to have the text "FBL Pro Cycling". The same text on the side of the shirt. The grey stribe on one of the pockets is a error, dont use that! The white stribe next to the red on the shorts are a mistake as well, dont use that either

I believe the Warp tool is the best way. In PS, when in (I forgot the term, when you press CTRL + T) you right click, and warp then adjust it.
Not sure about GIMP or Paint.NET.

Yes. The closest thing you get is Curve Bend (Filters->Distorts->Curve Bend) as far as I know.
