Cav is clearly suffering. He's a bad climber but when his 100% he's not that bad on the climbs as shown, something has to be wrong with him.

It makes no sense to chase just for the sake of it. Cavendish is quite obviously not in condition to contest the win for whatever reason, so that's it for him.
