It doesnt make much sense.
Having it at the same time as the Worlds disrupts the national team's preperations, and having it before the time trial is suicide, because none of the top time trailists will want to ride it.

Following a leave of absence which took Kai Reus away from professional cycling for nearly a year, the 26-year-old Dutchman will return to the pro peloton with the Rabobank Continental team in time to contest his country's national time trial championship next week, according to De Telegraaf. |

My guess is that the reason is that they'll award a special TTT WC jersey, instead of having the ITT WC wearing his jersey in TTTs. Because let's face it, a whole team wearing the rainbow stripes while TTTing would be pretty awesome. Otherwise it makes no sense. |

Not with Rabobank but with Cycling Team De Rijke. I doubt it will be a succes though. |

Apparently, Astana's financial director is in discussions with Liquigas and Saxo Bank to merge Astana with either of those teams. Wait, what?
So, let's imagine an Astana-Liquigas merger. Nibali, Basso and Kreuziger together again. Where does that leave Roman?
Let's imagine an Astana-Saxo merger now. Contador back with the Kazakhs? Uhm, can't see it.
Conclusion? The guy's on crack.

Management Committee winds up Maastricht meeting
The International Cycling Union (UCI) took another big step in the fight against doping, as it approved a new regulation forbidding convicted dopers from being able to work in team management in the future. It was one of the actions taken at the last day of the UCI's Management Committee meeting in Maastricht, the Netherlands.
The Committee "approved the introduction of a new article in the regulations (1.1.006.2) aiming to prevent anyone found guilty of infringing the Anti-Doping Regulation during his cycling career from obtaining a licence authorising him to take on a role in cycling as a member of a team’s staff," according to the UCI's press release.
"This measure – which will most certainly be very important in the medium term to guarantee an increasingly healthy movement for future generations – will come into effect on July 1st; it will not be applied retrospectively."

Doesn't that last sentence mean all those currently running teams who doped can carry on?
I also found this part interesting
In addition, the Committee ratified an article to the Anti-Doping Regulation, under which the teams will be required to pay for all costs related to doping cases brought under the biological passport. The UCI currently pays the costs.

Bleh. So Vaughters, Riis, Zabel, Aldag and co have no need to worry. Other than that is a good idea. Any idea if this applies too to managers and DSs? |

It applies to the following:
General manager, team manager,
coach, doctor, paramedical assistant, mechanic,
driver or other function as specified on the licence
And I don't think you want to cull all the current DS's, also as they haven't been banned I think they would be allowed anyway

The Italian cycling federation has confirmed that all riders who have been sanctioned for doping in the past will be prevented from taking part in the Italian championships and from representing Italy at the world championships.
