How does this happen? Did he just cover too much of the road or something? I've never heard of that before thats weird?

I've always thought relegating the guy to the back of the group isn't enough. Blocking someone like that is extremely dangerous and should get some sort of other penalty as well.
Such as no points for any classification on the stage and a GC time penalty, plus a fine.

In a case like this an extra fine would be appropriate, but take for example TdF of last year. It costed Cavendish ALOT of money by not winning the green jersey. Although the Cav-sprint wasn't so irregular as this.
