He was national champion, He's not French, nor Spanish, nor Hungarian, nor Danish, nor American, nor Italian, nor Swiss, nor Luxemburger. He's active. And some new: he's a very young and talented sprinter, and he won three stages at the 2005 Tour de Hongrie. I think that should be enough

I didn't get it because of the "won 3 stages", etc. stuff. it's just that when you said that I realised you might also mean world champion in the junior categories
this one already comes with a clue in it (two, actually)

how i came up with that conclusion was, i typed "windigs cyclist" into Google, and it came up with "did you mean windings cyclist?" i clicked on it and it said something about Chris Boardman, i looked at some photos of him and it looks a bit like him
