It's 3 custom riders you can make yourself, as Shonak said it's 2 or 6 to sign for your own team.
Changed my sig, this was getting absurd.

In PCM13, it has no effect in game but some reports use previous versions where it does work which will affect the performances of EPIC riders especially in 1 day classics such as P-R. Now original the RES stat was set to 65 and cost 10 points and only 10 points. These riders will get a free boss for RES depending on age. For new custom riders I believe that there will be no boost and you get to decide what you want to set it as.

Custom riders can also get a "free" update, provided they post it along with the rest. This will hopefully make resistance a less important factor. You can still upgrade resistance on top of this for the normal price.
18 year old: 67
19 year old: 68
20 year old: 69
21 year old: 71
22 year old: 72
23 year old: 73
I think it's eligible for all custom riders, otherwise this would be a major middle finger to everybody new in the game. You just need to change it each season for your riders on your own when they get older (I suppose you do it when you invest your gained points).
I don't really like it since I spent points in Resistance in knowing that they would play a vital role at least in PCM 2012 and PCM 2011 races (but no idea about the PCM2013 bug) and speculated on that, but that's my fault.
