no, you're confusing daylight savings.
GMT is GMT, no matter daylight savings.
when an hour is added, it's also added to GMT
GMT is summer time in the summer, and winter time in the winter.
not just GMT, but all time slots are this way.
check https://consumer.eurosport.pt/ and you'll see they have the dauphine set for 17:30 in portugal

uhh... no. hit "Live races" up top, then select the dauphine...then the dauphine feed.
it has some adverts, but right now they're interviewing zabriskie...
