When there isn't a specific leader jersey for a certain team, a kind of basic leader jersey is used.
These basic jerseys have gaps on the front and the back side, and the transferts are placed in these gaps, so the jersey looks at least a bit realistic.
Not sure about this though. |

Not sure about this though. Correct. Although it doesn't make much of a difference if you have a specific leader jersey or not, the main difference is that you can change the colour of the pants and you can make the sponsors look better

1. Open the .xml file off the DB you're using with the DB editor that comes with the game
2. Go to the 2012 NC f.e. Ian Stannard
3. Mark him as former NC in the right tab
4. Go to the 2013 NC f.e. Mark Cavendish
5. Mark him as current NC in the right tab
6. Save your .xml file
7. Create a .cdb file
8. Don't forget to select this DB in the start menu of the game |

Spoiler Start up PCM, but in stead of "Play" you select "DB Editor".
Now: File » Open a XML file » my documents/pro cycling manager 2013/users/[yourname]/database/solo/[the database your savegame uses]/[your savegame f.e. carreer_1]
Now search your rider, the 2012 champ. Select "Additional info". Here untick National road champion and select Former National road champion.
Next, search the other rider, the 2013 champ, again select "Additional info". Select National road champion and you're done! 
If the rider wears a very standard NC jersey, and you're not playing with a custom team, then you can search the ride national champion jersey in the Shirt Database.
Correct me if i'm wrong
