You can use phhtoshop, i think it works the same as gimp. First of all you need at least two planes. The first is a normal background in the size of the picture. The second thing is a so called plis. You pic it from the second window and the you copy it onto the background and set the mode of the plis to multiplication(or whatever it is called in photoshop). Now you have two planes. on the first one the background you can draw whatever you want. Just dont draw on the plis. You insert the sponsors the same as the plis. than you render them in a fitting size and save everything as a tga file

Could you change this grey color? It's very similar with RadioShack jersey. Maybe white or blue would be a good color, dark or light your choice.
