The other italian is Scognamiglio.
We're still waiting on UCI confirmation of Scognamiglio, the russian and the other spanish guy.
That may mean there's no one else, but most likely it just means the UCI wasn't able to contact all the relevant parties in the case of each of those 3 riders before the end of the business day.
So, whenever they manage to (probably tomorrow) we should have the other 3 names. (technically we already have one of them. Scognamiglio)

I read the italian federation is getting mad about Valverde who has only been suspended in Italie...
They told the UCI he should already be suspended everywhere but they need to wait the decision of the World Anti-Doping Agency.
Italian federations President said :"I hope that Valverde will be suspended before the Tour , this would be a good signal and therefore will not give the idea of a difference of treatment"

What happens if his ban is made universal?
does he
A)retroactively lose everything gained since it came into effect in Italy and is able to cycle when the Italian ban is up.
B) have a new worldwide ban starting now, for two years
or (my favourite)
C) will he be banned world wide for two years starting now, except Italy where he will be able to ride when his ban there is up, leading to an inverse of the current situation.

The best is A & B mixed (without Valverde being able to ride at the end of the italian ban)

He will get a 2 year world wide ban from the day he stops racing. It won't be 4 years as it's a case from before 1.1.2010.

C option would be awesome, specially taking into account how much the Spanish media has criticized the CONI (and Italy in general, we Spaniards are this way, for more info look at the Vuelta a Murcia ), having Valvrde riding only in Italy would definitely be very fun.
