Well, pretty much anyone not in the game right now. Examples: 1) Riders not in a WT/PCT team in 2013 (Arredondo, Bennett), 2) Riders returning after doping suspension (Frank Schleck), 3) Youth riders (Ewan, Mohoric, Yates brothers) 4) Fired riders (like Rick Flens for Belkin) 5) All riders that did not get a contract extention.
Two exceptions for drafting though: Drapac will be a PCT team next year, so their riders are excluded from the draft. Secondly, riders that would fall in the star or superstar category are excluded as well, you need to buy them.
Changed my sig, this was getting absurd.

I said this too to Ollfardh...same case with my team. I know this is a game, but its a real life based game. IRL when your team is succesfull, its mean more sponsors, more money, not to struggling to keep your team ... |

Van Avermaet should be 22000 I think, and way to repay me for giving you Powers for free.. I'll give a 2000 fine for these mistakes combined
Caruso should be 22000, Viviani 12000, punishment etc
Lotto can recalculate, I won't give punishments for spending too many
Paul - Take a look at the Wait rule, sell a cobbler and use the money to extend
