- To publish a new law against this. In order to prevent it from happening again.
And taking out that exact car is not a sanction. That is a punishment eg. a consequence of that exact happening.

Says nothing about a new law in my dictionary...
It doesn't say new law in mine either. But it says that a sanction is a law to prevent reoccurence. New was my interpretation. The below edit part was from my dictionary. And there is a huge difference between a sanction and an action. Not relevant though.

I still think it counts as a sanction then.
That the car-driver is thrown out is not a sanction. That is the action of breaking a rule. A sanction would be saying that the driver is not allowed to overtake riders if they are not on the other side of the white line.
That is a rule made to prevent such a happening. You cannot prevent the thing from happening again by throwing him out. Well you can prevent HIM from doing it again, but it doesn't help the riders as a new car could do it tomorrow.
