Firstly it's an international site, so I don't know the law, it's just my guess.
But my guess is that there are gambling laws and you can't just make a site and take bets on it. That is illegal betting

It goes for all sports actually. I might be biased coming from Belgium but I find Belgian athletes to be among the finest and modest in the world. Boonen, Clijsters, Kompany, Nys... I think they're all great

There are exceptions though. At least for me.
They're called Dries Mertens and Jan Vertonghen. They are annoying, and not modest at all
But agree about the others though, most Belgian sportsmen are very modest and nice
