Aheem. The UCI has joined CONI for the May 11th hearing of Valverde as joint prosecutors.
This means 2 things:
1. Valverde will now have to defend himself against the prosecution of 2 entities
2. If he's suspended, the ban will be worldwide *snicker*
Make that 4. Now also WADA and the spanish federation

I may be wrong... but I don't really think the small teams want the big names to not show up.
It's not about those teams. The rule is there to protect the riders that won't be able to be there if the big names are. If there's space for 20 teams, every big team that shows up at a race that is nothing in their career, is one less team of riders to whom that race is a career maker.
Well, the counter to that is that if US races go under because riders who are big draws aren't allowed to participate, that hurts the riders more.
US cycling isn't in great shape, as the collapse of the Tour of Georgia (the only big race I was able to attend living in the South East united states) shows. I think more thought needs to be put in making sure the races survive... not into making sure lower level riders have a fair shot at those races. If those races go under, they'll have NO shot.
